Completeness_Report: Exact wetland boundaries are perhaps impossible to delineate. The definition of a wetland can change, and is somewhat open to interpretation. This file represents an attempt to delineate every polygon that could be considered a wetland using the criteria outlined in the 1987 Army Corps Delineation Manual. (Environmental Laboratory, (1987). "Corps of Engineers Wetland Delineation Manual," Technical Report Y-87-1, US Army Engineer Waterways Experiment Station. Vicksburg, MS). To generate the file, stereo-paired aerial photos (2003, 1975 and 1951-52) and relatively quick field visits, along with Natural Resources Conservation Service Soil Survey maps and data were used.

Linework generation: Under a stereoscope, initial polygons were drawn with ultra fine point "sharpie" markers onto acetate overlain on uncorrected 2003 stereo-paired 1:12,000 color 9" x 9" aerial photographs. These lines were transferred onto 24" x 30" frosted mylar overlain onto 24" x 30" pre-punched ortho-rectified film positives on a light table, using a plastic pencil and register bar. Final linework was generated by tracing the lines on the frosted mylar onto a second frosted mylar sheet, again, using a plastic pencil and a registar bar on a light table.
Digital file generation: The mylars were scanned, vectorized and rubber sheeted; Unique polygon Identifier attributes were matched with polygons, then error checked. Errors were primarily edge-matched polygons with non-unique attributes. The errors were corrected heads-up on a computer screen, using raw data and digital versions of the photography.
Attributes: Wetland Map Unit attributes were assigned to each polygon heads up, in ArcView (3.x or 8.3) using digital versions of the 2003 photography and the same uncorrected stereo-paired photographs mentioned above, and a stereoscope, and extensive on-the-ground experience. Pre-settlement wetland character was mapped, relying on a 1970 soil survey, 1975 aerial photographs, and
1951 and 1952 aerial photographs.
Ground truthing: accuracy of map unit attribute assignments were checked by visiting 395 of the 414 final polygons. Delineation and map unit assignment errors were corrected in the field, then in the electronic files.

Process_Description:
Ten months after the initial file was created, ground-truthed, and finalized, it was copied. The copy was renamed "CurrentWet.shp", and the original file was renamed "historic414.shp". Currentwet.shp was further edited October 2005 to reflect current wetland conditions in Homer. Polygons that had been filled by the time of the 2003 aerial photography were either deleted or modified in ArcMap 9.1 to aid the Homer City Planning Department on permitting issues.
CurrentWet.shp was edited heads-up in ArcMap8.3, over digital August 2003 ortho-rectified aerial photography. Fifty-four polygons were modified. Thirty polygons were deleted and remaining 24 cut. Details follow:

Resource_Description: These wetland boundaries were generated as a step in creating a wetlands management tool.
Distribution_Liability: Wetland boundaries are imprecise, and the definition of a jurisdictional wetland changes. While the best attempts were made to generate accurate wetland boundaries using the techniques outlined in this document, errors are probable. These polygons are not to be used as a substitute for professional wetland delineation corresponding with Clean Water Act Section 404 permitting, or any other regulatory process requiring legal wetland boundary delineation.
